Mr. Tsoi Mun Heng

Mr. Tsoi is currently the Vice President (Planning) of Singapore Institute of Technology (SIT).  Mr. Tsoi oversees strategic planning, enterprise risk management, organizational excellence and safety and health.

Prior to this appointment, Mr Tsoi was the Senior Director, Academic Analysis & Planning Division, responsible for putting in place policies, processes and systems as SIT made the transition to an Autonomous University in 2014, as well as assisting in the development of key concepts and frameworks underpinning SIT’s academic programmes.

Mr. Tsoi graduated from the National University of Singapore (NUS) with a degree in Mechanical Engineering in 1986, and subsequently obtained his Master of Science in Aeronautics and Astronautics from Stanford University in 1993.

Before joining SIT in August 2013, Mr Tsoi spent 2 years in the National Research Foundation (NRF) as Director of its Energy and Environment Research Directorate. At NRF, he was responsible for developing and implementing R&D programs and innovative solutions to meet the challenge of achieving energy resilience and sustainable growth for Singapore.

He joined NRF from the Ministry of Defence (MINDEF), where he was Director, Defence Industry and Systems Office developing industry capabilities to support the Singapore Armed Forces as well as formulating policies for effective logistics systems, methodologies and processes. Before his posting to MINDEF, Mr. Tsoi was with the Republic of Singapore Air Force for 20 years as an engineer, holding various positions in aircraft maintenance and engineering, system management and planning and control before becoming the Head of Air Logistics in 2003.

 

Mr. Tsoi is a Chartered Engineer (Aerospace) and a Fellow of the Institution of Engineers, Singapore (IES). He is also a member of the Chartered Engineers Board of the IES.
